A representative from each Provincial Council, along with the main Ministers and where there is no nominated representative, the Governor of the Province will be at the relevant meetings.

Third Meeting of the National Council for Disaster Management held on 13th March 2009

 

National Council for Disaster Management (NCDM) chaired by His Excellency the President is the highest legislative body for Disaster Risk Reduction in Sri Lanka had its third meeting on 13th March 2009 with Hon. Ratnasiri Wickramanayake, Prime Minister in the Chair.

Director General of the Disaster Management Centre, Major General Gamini Hettiarachchi briefed the Council about the progress of activities in the areas of disaster risk reduction and immediate response during the period 2007 and 2008, which was very well received by the members of the Council. The Council meeting was a good forum to discuss issues and share experience with other line Ministries and Provincial Councils who are the counter partners of the implementation of overall country wide disaster risk reduction activities.  Hon. Nimal Siripala de Silva, Minister of Health Care and Nutrition, Hon. (Mrs.) Ferial Ashraff, Minister of Housing and Construction and Hon. Dinesh Gunawardena, Minister of Urban Development and Sacred Area Development expressed their views regarding the ongoing Disaster Risk Reduction activities and put forward some suggestions and constructive comments to ensure effective operation of DRR activities to cater for the urgent needs of local communities.

Some of the major decisions made at the meeting are as follows:

 

  • Approval of the Seal of the Council and the Logo for the Disaster Management Centre
  • Approval of the Guidelines for the Fund of the National Council for Disaster Management
  • Co-opting Hon. Minister-in-Charge of the subject of Industries as a Member of the Council
  • Creation of New Posts at the Disaster Management Centre
  • Initiating Action to make DMC Employees Permanent

On July 30, 2007 the second council meeting was held under the patronage of President Rajapaksa. Below are the decisions made:

Decisions made at the second meeting at the National Council for Disaster Management (NCDM):

1. P Dias Amarasinghe, Secretary to the Ministry of Disaster Management and Human Rights was appointed as the secretary to the National Council for Disaster Management (NCDM) dated July 30, 2007 onwards.
2. It was decided that the Secretariat for the NCDM would operate from the Ministry of Disaster Management and Human Rights.
3. The Ministers’ in charge of disaster management, relief rehabilitation and reconciliation as well as nation building were appointed into as part of the council.
4. A technical advisory committee was appointed as part of the NCDM. The Committee will deal with issuing tsunami warnings, response to natural disasters, dealing with floods that affect the Colombo district, identifying areas that are vulnerable to natural disasters as well giving appropriate guidance.
5. A decision was made to certify that buildings built in areas vulnerable to landslides had to get approval from National Building Research Organisation (NBRO) prior to work.
6. All District Secretariats will be allocated five lakhs for emergency situations with regards to natural disasters.

Forest Fire - Imbulpe DSD, Rathnapura District :
Effective disaster management methods to control forest fire

A forest fire in a forest reserve in Imbulpe Divisional Secretariat Division, Rathnapura District occurred on 17, 18, 20 and 21 July 2009. Due to this fire, approximately 20 Hectares of the forest was destroyed. The affected areas in detail are 02 Hectares of Raththanagolla - Nonperial road, Blihuloya in Yakdehi Grama Niladhari Division (GND); 01 Hectare of Raththanagolla- Nonperial Section;  05 Hectares of Galpothuthenna in Kumburutheniwela GND12 Hectares of Pupuruwela- Viharawela in Viharawela GND.  The fire was successfully controlled by 21 July evening with great efforts of the teams from the Forest Department, DDMCU Staff, SL Army teams of Kuruwita Camp and University Students of Belihuloya University. Making fire lanes and using fresh leave branches and rakes to stop spreading the fire was some of the successful methods used in managing the disaster.

Community Awareness Programmes on Forest Fire Control - Kuttapitiya, Pelmadulla DSD

Kuttapitiya in Pelmadulla Divisional Secretariat Division (DSD), Ratnapura District is one of the identified areas of forest fire occurrences due to human activities. During the last few years, several incidences of forest fire were reported in the area. In order to raise awareness in the community on forest fire control, the DDMCU coordinated response support with the most supportive partners. Seeking a long lasting solution, a series of awareness programmes for the communities living along the boundary of the natural forest areas are being conducted.  So far, 02 such awareness programmes have been completed. The most recent programme was held at Kuttapitiya School on 20-08-2009. The 25 participants were from the border area of the forest. They were made aware of the forest fire preventive measures and early warning. A Fire Prevention Committee was also set up at this programme. The next awareness programme is scheduled to be conducted by way of door- to -door visits.
