Programmes of the Disaster Management Division

  • Cabinet approval has been obtained for a building for Disaster Management Coordination and Monitoring Centre. Plans for the building have been finalised.

Disaster Mitigation Programmes



  • Equipment has been distributed for flood control in Kolonnawa.
  • The ministry launched a tree-planting programme to create a natural safety wall along the coastal area from Colombo to Matara to mitigate disasters
  • Funds have been provided to Hambantota and Nuwera Eliya districts, for rainwater harvests to address the problem of droughts.
  • Funds have been granted under an agreement with National Building Research Organistion (NBRO) for disaster mapping and disaster evaluation on landslides in Matale District.
  • The supply of equipment to the value of Rs100mn is being processed under a World Bank project for supply of boats, catamaran, and generators.
  • The Ministry contributed in establishing the SAARC Disaster Management Centre. It obtained the membership of the Centre, for cooperation in the SAARC region through the exchanging of education, information and training.
  • Monitoring Committees were established at National/District/Regional and Village levels for Disaster Prevention and Mitigation related programmes.
  • The Ministry appointed four multi disciplinary teams for Colombo, Gampaha, Puttalam and Kalutara districts, to assess the flood damages during  October and November 2006 and to submit suggestions for future mitigations. A plan of action is currently being drawn up for the mitigation of storm floods.
  • Several steps have been taken provide disaster relief for the people in the Eastern Province, who were displaced due to the conflict situation.
  • A National Policy for disaster management was drafted.
  • The Ministry aims to do an independent evaluation on the post Tsunami relief and rehabilitation activities during the time period of 3 to 6 months after the tsunami. The objective of this is to identify the weaknesses of the programme and also to utilise the resources more productively.

  • Preparing a 10 year plan called "Road Map for the Mitigation of Disaster Risk" for the Disaster Management of Sri Lanka. (109 projects have been identified to reach this goal).
  • Preparing and Implementation of District Disaster Preparedness Plan.
  • Issuing Early Warning Messages.
  • Holding Awareness and Training Programmes relevant to Disaster Management.
  • Co-ordination of Public Complaints of violations of Human Rights with relevant Institutions.
  • Provision of necessary assistance to the Institutions in the country which protect and promote human rights.
  • Rendering of assistance to awareness and training Institutes in the field of human rights to uplift their services.
  • Rendering assistance to activate the apparatuses that effect the preservation and promotion of human rights in the country according to the agreements assigned at with the International Organizations of Human Rights.
  • Co-ordination with all the relevant parties for provision of services at national level to afford relief to sections of the community who had been made refugees in conflicts.

Forest Fire - Imbulpe DSD, Rathnapura District :
Effective disaster management methods to control forest fire

A forest fire in a forest reserve in Imbulpe Divisional Secretariat Division, Rathnapura District occurred on 17, 18, 20 and 21 July 2009. Due to this fire, approximately 20 Hectares of the forest was destroyed. The affected areas in detail are 02 Hectares of Raththanagolla - Nonperial road, Blihuloya in Yakdehi Grama Niladhari Division (GND); 01 Hectare of Raththanagolla- Nonperial Section;  05 Hectares of Galpothuthenna in Kumburutheniwela GND12 Hectares of Pupuruwela- Viharawela in Viharawela GND.  The fire was successfully controlled by 21 July evening with great efforts of the teams from the Forest Department, DDMCU Staff, SL Army teams of Kuruwita Camp and University Students of Belihuloya University. Making fire lanes and using fresh leave branches and rakes to stop spreading the fire was some of the successful methods used in managing the disaster.

Community Awareness Programmes on Forest Fire Control - Kuttapitiya, Pelmadulla DSD

Kuttapitiya in Pelmadulla Divisional Secretariat Division (DSD), Ratnapura District is one of the identified areas of forest fire occurrences due to human activities. During the last few years, several incidences of forest fire were reported in the area. In order to raise awareness in the community on forest fire control, the DDMCU coordinated response support with the most supportive partners. Seeking a long lasting solution, a series of awareness programmes for the communities living along the boundary of the natural forest areas are being conducted.  So far, 02 such awareness programmes have been completed. The most recent programme was held at Kuttapitiya School on 20-08-2009. The 25 participants were from the border area of the forest. They were made aware of the forest fire preventive measures and early warning. A Fire Prevention Committee was also set up at this programme. The next awareness programme is scheduled to be conducted by way of door- to -door visits.
